David Caruso, Founder & President
David is the Founder and President of American Jail Consultants, a Rhode Island-based consulting firm established in 2009.
David began his career in 1980 and advanced until he retired in 2008 as a top administrator of the Rhode Island Department of Corrections, earning an impressive collection of achievements along the way. David has developed programs such as The Avatar Rehabilitation Program for High Risk Offenders, Cell Extraction Methods, and Staff Wellness Initiatives. Additionally, David has written policies including for Use of Force, Cell Extractions, Escapes, and Managing Violent Offenders. David is certified by The National Institute of Corrections as a Prison and Jail Auditor and has completed the Correctional Leadership Development course.
David is a nationally recognized expert witness serving in 45 cases to date, covering the areas of Use of Force, In-custody Death, Security, Jail and Prison Management.
From 2008 to present, David has served as a Guest Lecturer at various jail trainings, colleges, and universities, covering areas of Prison and Jail Management, Use of Force, and In-custody Death.
David has a Master's Degree in Management and Homeland Security, Bachelors Degree in Administration of Justice, and Graduate Certificate in Correctional Administration from Salve Regina University (Newport, Rhode Island).
